    (AP) ? North Korea fired three short-range guided missiles into its eastern waters on Saturday, a South Korean official said. It routinely tests such missiles, but the latest launches came during a period of tentative diplomacy aimed at easing tensions.

    The North fired two missiles Saturday morning and another in the afternoon, South Korean Defense Ministry spokesman Kim Min-seok said by phone. He said the North's intent was unclear. His ministry said it is watching North Korea carefully in case it conducts a provocation against South Korea.

    In March, North Korea launched what appeared to be two KN-02 missiles off its east coast. Experts believe the country is trying to improve the range and accuracy of its arsenal.

    North Korea recently withdrew two mid-range "Musudan" missiles believed to be capable of reaching Guam after moving them to its east coast earlier this year, U.S. officials said. The North is banned from testing ballistic missiles under U.N. Security Council resolutions.

    Earlier this year, North Korea threatened nuclear strikes on Seoul and Washington because of annual U.S.-South Korean military drills and U.N. sanctions imposed over its third nuclear test in February. The drills ended late last month. This past month, the U.S. and South Korea ended another round of naval drills involving a nuclear-powered aircraft carrier off the east coast. North Korea calls such drills preparation to invade the North.

    Analysts say the recent North Korean threats were partly an attempt to push Washington to agree to disarmament-for-aid talks.

    This past week, Glyn Davies, the top U.S. envoy on North Korea, ended trips to South Korea, China and Japan. On Friday, an adviser to Japanese Prime Minister Shinzo Abe returned from North Korea but didn't immediately give details of his talks with officials there.

    On Monday, North Korean state media showed that the country's hard-line defense minister had been replaced by a little-known army general. Outside analysts said it was part of leader Kim Jong Un's efforts to tighten his grip on the powerful military after his father Kim Jong Il died in December 2011.

    The United States and Japan are participants in six-nation nuclear disarmament talks along with the Koreas, Russia and Japan. North Korea walked out of the talks in 2009 after the United Nations condemned it for a long-range rocket launch.

    North Korea possesses an array of missiles. U.S. and South Korean officials do not believe the North's claim that it has developed nuclear warheads small enough to place on a missile. Last week in Washington, South Korean President Park Geun-hye and President Barack Obama warned North Korea against further nuclear provocations.

    Tension between the two Koreas remains high after both sides pulled out their workers from a jointly run factory complex earlier this year. The countries remain technically at war after the 1950-53 Korean War ended in a truce instead of a peace treaty.

    POSITION SUMMARY:Gateway School is a CAIS-accredited independent school in Santa Cruz, CA serving 270 students in grades kindergarten through grade 8.

    The CFO position is primarily a ?value-added? role; the CFO leads a team of two full-time positions in the Business Office, and the Facilities/I.T. Manager, and various vendors.? All financial and administrative transactions are conducted by the Business Office personnel while the CFO is expected to prepare management reports, budgets and forecasts, long range financial projections, scenario planning, financial analyses for the board, Finance Committee and Head of School, and ensure the financial success and viability of the school. ?

    GENERAL AREAS OF RESPONSIBILITY:

    • Financial management and decision support
    • Management reporting
    • Internal business controls
    • Support future acquisition of an owned campus, including negotiation of a long term loan, support for a capital campaign, and financial plans for financing, funding and spending on a new campus
    • Revenue planning (tuition and fee rates, ancillary program fees), and expense planning and control
    • Build relationships with Gateway School board members, banks, and CFOs of other CAIS schools

    SPECIFIC RESPONSIBILITIES:

    • Oversee the Business Office functions including financial reporting, payroll, bank reconciliation, cash management, billing, accounts payable, investing, financial aid analysis, and human resources administration
    • Cost center/department budgeting and expense control
    • Prepare the annual financial plan and multi-year financial plans as needed
    • Prepare monthly financial management reports for board ?
    • Prepare financial research, benchmarking and analysis as required by the Head of School and the Finance Committee
    • Develop financial models (primarily in Excel) to analyze various scenarios such as different tuition rates, differing enrollment levels, and other planning parameters
    • Develop financial plans for various projects such as different new campus scenarios
    • Work with Finance Committee to solicit and negotiate a loan for a new campus.?? Ensure that the school complies with all terms of any new loan and forecast/highlight any potential failure to comply well in advance so that appropriate action can be taken.
    • Review the annual Form 990 and other external reporting requirements for accuracy

    Red Bull Racing driver Mark Webber has said that they were not quick enough to challenge for a higher position in the 2013 Spanish Grand Prix.

    Webber performed convincingly well in the last race at Circuit de Catalunya in Barcelona and managed to secure 5th place finish after taking a start from 7th grid slot. Although, he tried his best to improve his position towards the end of the race, but fail to make any further progress because of lack of pace.

    On the other hand, his teammate, Sebastian Vettel could only secure 4th place finish in the Spanish GP even after qualifying for 3rd grid position.

    The Australian driver has said that he tried his best to attain a more competitive position in the preceding race, but it was the best he could get as they were not quick enough as compared to their rivals.

    ?I think it's pretty much the maximum I could get to be honest,? Webber said. ?We were not quick enough to challenge too much further up the road. Ultimately if you're not quite quick enough you're not going to come up with magic strategy to get yourself out of that sort of pace situation.?

    Nevertheless, he expressed that he is pleased with his performance in the last round and is confidently looking forward to perform well in the season ahead.

    ?After that I was happy with my drive; got back there but always a little bit on back foot in terms of strategy and ultimately we got result we deserved. The guys did good job in pit stops and that's all we could get from it, so fifth was maximum,? he added.

    Presently, he is standing at 6th place in the drivers? championship with 42 points. Besides, he is ahead of Romain Grosjean of Lotus and behind his main opponent, Felipe Massa of Ferrari. Although, he has not been able to attain consistent results in the first five races of this season as compared to the last one, but he is not feeling upset and is targeting to come up stronger in the forthcoming races.?

    Barbara Walters, America?s first TV evening news anchorwoman, is retiring from the news business after 52 years of interviewing the world?s top leaders and celebrities.

    ABC News reported Sunday night that Ms. Walters will anchor and report for the organization for one more year before retiring in May 2014. She will make the official announcement Monday on ?The View,? an all women talk show she created in 1997.

    ?There?s only one Barbara Walters,? ABC News President Ben Sherwood said. ?And we look forward to making her final year on television as remarkable, path-breaking and news-making as Barbara herself.?

    Fast forward to 2012, when Walters interviewed another Middle East leader: Syria?s Bashar al-Assad. In his first interview with Western media since the beginning of Syrian uprising, he denied allegations that he gave orders to attack or torture Syria?s citizens.

    ?There was no command to kill or be brutal,? he said.

    Not all her interviews were hard-hitting journalism, as Walters often sat down with celebrities or other people making headlines ? like Monica Lewinsky.

    Walters?s interview with Ms. Lewinsky had more than 74 million viewers when it aired in 1999 ? a record for ABC, the Daily Beast reported.

    ?I have a lot of healing to do,? Lewinsky told Walters, referring to the media coverage of her affair with President Bill Clinton. Lewinsky told Walters that if she ever had children, she would tell them that ?Mommy made a big mistake.?

    ?And that is the understatement of the year,? Walters said at the end of the segment.

    Whether she?s remembered for serious journalism or celebrity infotainment, there is no doubt that Walters pioneered a path for other female TV journalists.

    ?Saying that Barbara Walters blazed a trail for a generation of female journalists would understate her impact,? MSNBC anchor Mika Brzezinski, told the Daily Beast in March, when rumors of Walter?s retirement first surfaced. ?Barbara broke the rules, made up a new set for women to work by, and broke them again in a sweeping, breathtaking career that revolutionized broadcast news and made my career possible."

    TV anchor Dan Rather told the Daily Beast that Walters deserves to retire after decades of working against gender discrimination in the TV news industry.

    ?Barbara is a marvelously determined person. But a lot of people had the dream, and even had the determination, but they don?t have the work ethic that Barbara has had,? he said in March. ?And can you imagine how difficult it was for any woman to break through on television? Barbara did it. A few other women have broken through, strictly on the entertainment side, but Barbara was the first one in news who really climbed to the top of Everest.?

    Argentina faces very different debt default if loses legal fight

    BUENOS AIRES (Reuters) - When Argentina defaulted on its debt in 2002, the economy was collapsing and a bloody popular revolt had helped topple two presidents in a week. Now, the country could default again, but it would be over a matter of principle rather than necessity.

    After a decade of sleepy litigation, investors got a jolt late last year when U.S. courts ruled in favor of "holdout" creditors who had rejected Argentine debt exchanges in 2005 and 2010 and sued to be repaid in full on their defaulted bonds.

    A U.S. judge ordered Argentina to pay the holdouts the full $1.33 billion owed them the next time it serviced restructured debt. Argentina appealed, and a ruling by the 2nd U.S. Circuit Court of Appeals is expected in the coming weeks.

    Investors are following the case closely because Argentina appears willing to enter into technical default in order to avoid paying the holdouts any more than other creditors received.

    The nearly 93 percent of bondholders who accepted the debt exchanges got returns of as low as 25 cents on the dollar.

    Tough-talking Argentine President Cristina Fernandez has pledged to keep paying the restructured debt but vows never to pay the "vultures" that bought the bonds at a steep discount and sued for full repayment.

    When Argentina defaulted on some $100 billion in bonds 11 years ago, its debt represented 166 percent of gross domestic product. Bank deposits were frozen and devalued, the economy shrank 11 percent in one year, and millions lost their jobs.

    Argentina's economy rebounded after that crisis and boomed during most of the last decade. Although growth slowed sharply in the last year and inflation is high, the debt burden is down to about 42 percent of GDP.

    In other words, Argentina could pay the holdouts if it wanted, but it refuses to do so.

    "Argentina will not blink and neither will the holdouts, so this will lead to a technical default," said Shahriar Shahida, co-founder of Constellation Capital Management LLC in New York, which is currently invested in Argentina and believes it would be unfair to favor the holdouts over exchange bondholders.

    "This is an unparalleled case of somebody defaulting not because they don't have capacity, not because they don't have willingness, but because somebody is forcing them to do something egregious," he said.

    MARKETS ON EDGE

    Argentina says it will fight the holdouts - led in this case by Elliott Management affiliate NML Capital and Aurelius Capital Management - all the way to the U.S. Supreme Court.

    Sources familiar with the position of Elliott and Aurelius say Argentina has never shown a willingness to negotiate.

    Investors anticipate the country will eventually defy U.S. courts if they insist the holdouts be paid in full.

    In that scenario, Argentina is widely expected to force a technical default on the restructured bonds issued under New York law - which would be most directly affected by the rulings - while trying to create a new payment scheme for those bonds.

    One option would be a swap in which the exchange bondholders turned in their New York paper for new Argentine-law bonds. Some analysts warn that might not be doable, however.

    The default would be technical because Argentina might try to pay the exchange bondholders without paying the holdouts, and the courts could then disrupt the payments. Or the country could suspend payments on the restructured bonds citing its own laws, which bar it from paying the holdouts on better terms.

    Argentine economic officials have refused to discuss whether they are evaluating a "Plan B" for payments. The next interest payments on restructured bonds come due June 2 and June 30.

    When the court rulings first came down last year, many investors scrambled to sell off their Argentine bonds and some firms specializing in distressed debt moved in to buy.

    The market has since stabilized and the restructured bonds regained some ground in April. Argentina's Global 2017, issued during the 2010 debt swap, is now yielding around 16.3 percent, down from 19.6 percent in early March.

    In terms of credit default swap contracts - which act as insurance against a default - the maximum payout possible dropped sharply in late 2012 and now stands at about $1.53 billion, data from the Depository Trust & Clearing Corp shows.

    CDS payouts would likely be less, however, after an auction process to determine the recovery value of the defaulted bonds.

    Ultimately, Argentina is no longer as relevant to global credit markets as it used to be. It has not issued international debt since the 2002 default and its weighting on the JPMorgan Chase EMBI+ emerging market sovereign bond index has shrunk to 1.8 percent from over 23 percent in early 2001.

    Capital controls and more-recent foreign currency restrictions have further isolated the country, which is seen as an anomaly in largely market-friendly Latin America.

    Credit Suisse analysts said last week that most of their contacts in Buenos Aires believe the spillover effects of a technical default "would be relatively small due to Argentina's relative isolation from international capital markets and the ongoing deterioration in Argentina's business climate."

    LEGAL OUTLOOK

    In November, U.S. District Judge Thomas Griesa ordered Argentina to deposit the $1.33 billion owed to holdouts in an escrow account by December 15, when restructured debt came due.

    He also required that third parties involved in payments on Argentina's restructured bonds be held accountable if the court order were evaded. This included Bank of New York Mellon Corp, which acts as trustee for the exchange bondholders.

    The 2nd Circuit suspended these orders under an emergency judicial stay while reviewing Argentina's appeal.

    It is not clear, however, that the stay would remain in place if Argentina had to appeal to the Supreme Court. Most analysts seem to think it would, but there is no guarantee.

    It is also anyone's bet how the 2nd Circuit will rule. The court upheld Griesa's original decision, finding Argentina had discriminated against the holdouts and violated the "pari passu" or equal treatment clause in their defaulted bond contracts.

    But with the U.S. government arguing Griesa's rulings could complicate future sovereign debt restructurings, the 2nd Circuit may seek to limit the scope of the payment orders.

    The appeals court asked Argentina to submit its own payment proposal, which essentially echoed the terms of the 2010 swap. NML and Aurelius rejected this outright.

    If Argentina appealed to the Supreme Court and its case were accepted for review, a ruling could be made as late as June 2015, according to Bank of America Merrill Lynch analysts.

    A new Argentine default, no matter how short-lived, would tend to push bond prices lower and hurt the balance sheets of local banks, which hold lots of debt. But most economists do not think there would be massive fallout, in part because Argentine exporters are much less reliant on trade finance than in 2002.

    Guillermo Nielsen, who as finance secretary helped push through Argentina's tough debt restructuring in 2005, said nonetheless a default should be avoided at all costs.

    "The New York financial market is important not only for less developed countries but also for developed countries. Even Sweden issues debt in the New York market," Nielsen said. "And here we have everything to be made, to be built, to be created. We need that financing."

    See what happened at the Windows Phone Boston Hackathon

    On the weekend of April 13th and 14thLance McCarthy (XAML Support Specialist at Telerik and Nokia Ambassador) hosted a two day Windows Phone training and hackathon in Boston.?

    The first half of day one was an intense training regimen of 5 days of code camp content squeezed into 8 hours with 10 minute breaks between sessions.? Starting with the basics and moving up to advanced topics like NFC and speech recognition, these developers absorbed an amazing amount of information in a short time.

    After the training ended, the hackathon started. Developers started coding away on their app ideas, integrating the Telerik RadControls for Windows Phone in many different ways to produce some amazing apps. Lance continuously went from dev to dev, providing hands-on assistance and guidance on their projects.?

    The deadline to finish was 3:30 PM on Sunday. There were 43 apps submitted in total! Each developer/team presented their creation to the audience and judges over the next two hours. In the end there could only be three top apps. See the winners here.

    We had a film crew there to follow their amazing two day journey. ?

    Internet sales tax bill faces tough sell in House

    (AP) ? Traditional retailers and cash-strapped states face a tough sell in the House as they lobby Congress to limit tax-free shopping on the Internet.

    The Senate voted 69 to 27 Monday to pass a bill that empowers states to collect sales taxes from Internet purchases. Under the bill, states could require out-of-state retailers to collect sales taxes when they sell products over the Internet, in catalogs, and through radio and TV ads. The sales taxes would be sent to the states where a shopper lives.

    Current law says states can only require retailers to collect sales taxes if the merchant has a physical presence in the state.

    That means big retailers with stores all over the country like Wal-Mart, Best Buy and Target collect sales taxes when they sell goods over the Internet. But online retailers like eBay and Amazon don't have to collect sales taxes, except in states where they have offices or distribution centers.

    "This bill is about fairness," said Sen. Mike Enzi, R-Wyo., the bill's main sponsor in the Senate. "It's about leveling the playing field between the brick and mortar and online companies and it's about collecting a tax that's already due. It's not about raising taxes."

    The bill got bipartisan support in the Senate but faces opposition in the House, where some lawmakers regard it as a tax increase. Grover Norquist, the anti-tax advocate, and the conservative Heritage Foundation oppose the bill, and many Republicans have been wary of crossing them.

    Supporters say the bill is not a tax increase. In many states, shoppers are required to pay unpaid sales tax when they file their state tax returns. However, states complain that few taxpayers comply.

    "Obviously there's a lot of consumers out there that have been accustomed to not having to pay any taxes, believing that they don't have to pay any taxes," said Rep. Steve Womack, R-Ark., the bill's main sponsor in the House. "I totally understand that, and I think a lot of our members understand that. There's a lot of political difficulty getting through the fog of it looking like a tax increase."

    On Tuesday morning, House Speaker John Boehner, R-Ohio, declined to say whether the House would take up the bill. Later, he told Bloomberg Television in an interview that he would "probably not" support the bill. But he said he would refer it to the House Judiciary Committee and "we'll see what they think."

    Rep. Bob Goodlatte, R-Va., chairman of the Judiciary Committee, said there are problems with the bill, but he did not reject it outright.

    "While it attempts to make tax collection simpler, it still has a long way to go," Goodlatte said in a statement. Without more uniformity in the bill, he said, "businesses would still be forced to wade through potentially hundreds of tax rates and a host of different tax codes and definitions."

    Goodlatte said he's "open to considering legislation concerning this topic but these issues, along with others, would certainly have to be addressed."

    Internet giant eBay led the fight against the bill in the Senate, along with lawmakers from states with no sales tax and several prominent anti-tax groups. The bill's opponents say it would put an expensive obligation on small businesses because they are not as equipped as national merchandisers to collect and remit sales taxes at the multitude of state rates.

    Businesses with less than $1 million in online sales would be exempt. EBay wants to exempt businesses with up to $10 million in sales or fewer than 50 employees.

    "The contentious debate in the Senate shows that a lot more work needs to be done to get the Internet sales tax issue right, including ensuring that small businesses using the Internet are protected from new burdens that harm their ability to compete and grow," said Brian Bieron, eBay's senior director of global public policy.

    Some states have sales taxes as high as 7 percent, plus city and county taxes that can push the combined rate even higher.

    Many governors ? Republicans and Democrats ? have been lobbying the federal government for years for the authority to collect sales taxes from online sales.

    The issue is getting bigger for states as more people make purchases online. Last year, Internet sales in the U.S. totaled $226 billion, up nearly 16 percent from the previous year, according to government estimates.

    States lost a total of $23 billion last year because they couldn't collect taxes on out-of-state sales, according to a study done for the National Conference of State Legislatures, which has lobbied for the bill. About half of that was lost from Internet sales; half from purchases made through catalogs, mail orders and telephone orders, the study said.

    Supporters say the bill makes it relatively easy for Internet retailers to comply. States must provide free computer software to help retailers calculate sales taxes, based on where shoppers live. States must also establish a single entity to receive Internet sales tax revenue, so retailers don't have to send it to individual counties or cities.

    Opponents worry the bill would give states too much power to reach across state lines to enforce their tax laws. States could audit out-of-state businesses, impose liens on their property and, ultimately, sue them in state court.
