Water Supply Minister Mark McArdle has called for calm and an end to the debate about the future recreational use of Leslie Harrison Dam.
Mr McArdle, who visited the dam in March, said speculation about the dam's use "pre-empted the outcome of an upcoming review on the issue".
He said Seqwater would undertake the review over the next 18 months and councils, user groups and residents would have an opportunity to contribute to the recreational plans in their respective areas.
"The review process is expected to start in May, with final plans for local dams being released progressively from late in 2013," Mr McArdle said.
"I will not be directing Seqwater on recreational use, and saying we've 'promised' to open Leslie Harrison for water sports and fishing is mistaken.
"On my recent visit to Leslie Harrison Dam I was pleased to meet the mayor, local members and supporters of the kayaking potential of the dam.
"I acknowledge that water sports and fishing could boost local recreational and tourism in the area, but it is premature to speculate what the final outcome will be at Leslie Harrison or anywhere else in the region at this stage.
"Although we cannot ignore the potential of Leslie Harrison to enhance the local recreational opportunities and local economies, Seqwater is conducting this review and it must be allowed to run proper and unhindered community consultation."
Mr McArdle said any recreation must be balanced against issues including the need to protect water quality, the cost of facilities and management arrangements, as well as mitigating adverse impacts on local residents and the environment.
"No change in policy or the use of SEQ dams will occur until the Seqwater review of each dam has concluded," he said.
"I encourage all groups to engage in the consultation process so that all interests can be put on the table and fully evaluated."
