Why US lacked private guards in Benghazi

Lost amid the election-year wrangling over the militants? attack on the United States Mission in Benghazi, Libya, is a complex back story involving growing regional resentment against heavily armed American private security contractors, increased demands on State Department resources and mounting frustration among diplomats over ever-tighter protections that they say make it more difficult to do their jobs.

The Benghazi attacks, in which the United States ambassador and three other Americans were killed, comes at the end of a 10-year period in which the State Department ? sending its employees into a lengthening list of war zones and volatile regions ? has regularly ratcheted up security for its diplomats. The aggressive measures used by private contractors eventually led to shootings in Afghanistan and Iraq that provoked protests, including an episode involving guards from an American security company, Blackwater, that left at least 17 Iraqis dead in Baghdad?s Nisour Square.

The ghosts of that shooting clearly hung over Benghazi. Earlier this year, the new Libyan government had expressly barred Blackwater-style armed contractors from flooding into the country. ?The Libyans were not keen to have boots on the ground,? one senior State Department official said.

That forced the State Department to rely largely on its own diplomatic security arm, which officials have said lacks the resources to provide adequate protection in war zones.

On Capitol Hill this week, Democrats and Republicans sparred at a House Oversight and Government Reform Committee hearing over what happened in Benghazi, whether security at the mission was adequate, and what ? if anything ? could have been done to prevent the tragedy.

But amid calls for more protection for diplomats overseas, some current and former State Department officials cautioned about the risks of going too far. ?The answer cannot be to operate from a bunker,? Eric A. Nordstrom, who until earlier this year served as the chief security officer at the United States Embassy in Tripoli, Libya, told the committee.

Barbara K. Bodine, who served as ambassador to Yemen when the destroyer Cole was bombed in 2000, said: ?What we need is a policy of risk management, but what we have now is a policy of risk avoidance. Nobody wants to take responsibility in case something happens, so nobody is willing to have a debate over what is reasonable security and what is excessive.?

For the State Department, the security situation in Libya came down in part to the question of whether it was a war zone or just another African outpost.

Even though the country was still volatile in the wake of the bloody rebellion that ousted Col. Muammar el-Qaddafi, the State Department did not include Libya on a list of dangerous postings that are high priority for extra security resources.

Only the American Embassies in Iraq, Afghanistan and Pakistan are exempted from awarding security contracts to the lowest bidder. Dangerous posts are allowed to consider ?best value? contracting instead, according to a State Department inspector general?s report in February. ?

The large private security firms that have protected American diplomats in Iraq and Afghanistan sought State Department contracts in Libya, and at least one made a personal pitch to the ambassador, J. Christopher Stevens, who was killed in the militants? attack in Benghazi on Sept. 11, according to a senior official at one firm.

But given the Libyan edict banning the contractors, the Obama administration was eager to reduce the American footprint there. After initially soliciting bids from major security companies for work in Libya, State Department officials never followed through.

?We went in to make a pitch, and nothing happened,? said the security firm official. He said the State Department could have found a way around the Libyans? objections if it had wanted to.

Instead, the department relied on a small British company to provide several unarmed Libyan guards for security at the mission in Benghazi. For the personal protection of the diplomats, the department largely depended on its Diplomatic Security Service.

The wrangling over protection is part of a larger debate that has been under way for years within the State Department over how to balance security with the need of American diplomats to move freely.

Many diplomats rankle at the constraints imposed on them by security officials, who demand that they travel around foreign capitals in heavily armored convoys that local civilians find insulting and that make it nearly impossible for the envoys to meet discreetly with foreign officials. Many American diplomats have also grown deeply frustrated by the constraints imposed on them by working in the new, highly secure embassies that have been constructed around the world over the past decade.

After the 1998 bombings of two American embassies in East Africa by Al Qaeda, the State Department began a multibillion-dollar program to replace many embassies with hardened and highly secure facilities. American construction companies with experience in building prisons and military barracks won many of the contracts to build cookie-cutter buildings that look more like fortresses than diplomatic outposts. Between 2001 and 2010, 52 embassies were built, and many others are now under construction or being designed.

Often located in remote suburban areas far from crowded streets, the buildings are designed to withstand truck bombs, but they also require local security forces and heavily armed guards to resist the type of attack that the militants staged in Benghazi.

But many diplomats say the fortified embassies make it difficult for them to do their jobs, forcing them to find ways around them. Ronald E. Neumann, who served as the ambassador in Afghanistan from 2005 to 2007, and who worked in Baghdad before that, said that many foreign officials refuse to come into American Embassies because they are insulted by the intrusive security measures, and they do not want American officials coming to their homes with huge convoys.

?So you meet people in hotels,? said Mr. Neumann, now the president of the American Academy of Diplomacy in Washington. The security ?has forced you to get more creative.?

That can mean taking more risks. ?A lot of people are simply violating the security regulations to do their jobs,? said Anthony H. Cordesman, a national security analyst at the Center for International and Strategic Studies in Washington. ?They have to find ways to get out, and sometimes they end-run the security officer, or sometimes the security officer will turn a blind eye.?

In fact, just as the Benghazi attack occurred, the State Department?s building department was beginning to address some of the frustrations by proposing more open and accessible designs for embassies. Under the new policy, embassies will still have to meet the same security standards, but the State Department will require that a higher priority be given to the visual appearance of buildings and will try to situate them in more central locations so that they are not so isolated. It is unclear whether the Benghazi crisis will force the State Department to abandon the new design policy.

?The problem is that embassies no longer function as public buildings,? said Jane Loefller, the author of ?The Architecture of Diplomacy,? a history of the design and construction of American embassies. ?They used to be public, but no longer.?

For the State Department, finding the right balance between security and diplomacy has become increasingly difficult in a political environment. Perhaps no one understands that as well as Patrick F. Kennedy.

Five years ago, Mr. Kennedy, then the under secretary of state for management in the Bush administration, was caught up in a high-profile Congressional investigation of the episode in Nisour Square. Democratic lawmakers on the House Oversight Committee criticized the department for lax management of overly aggressive security contractors.

This week, Mr. Kennedy, who has the same job in the Obama administration, faced Republicans on the same House committee, who criticized the State Department for lax management and failing to provide more aggressive security in Benghazi.

In Phoenix you can have a green lawn all winter. However, as cooler temperatures approach, the summer grass turns brown and goes dormant till around March. So every October if you want a pretty green lawn you have to plant what we call winter or rye grass.

The only grassy area on the ranch is about 1/4 acre, all that means to me this time of year is I?ve got to scrape up $300+ for grass seed, mulch, and top cover. If I don?t, all winter the dogs will drag mud into the house when the January rains come.

Once again we managed to find the $300 and the winter grass is planted. Now I get to watch flocks of a billion wild birds feast on the seeds all day long. I?ve tried everything from hanging shinny pie tins and Cd?s, to automatic sprinklers and creepy scare crows. I put my dog on full time bird watch, she did a great job chasing them away for about a day? then said heck with it, and quit.

Every year the same thing, buy grass seed, feed the birds. buy grass seed, feed more birds? good grief, if only I had a money tree.

Festival-like atmosphere for shuttle Endeavour's Los Angeles move

LOS ANGELES (Reuters) - The retired space shuttle Endeavour was greeted with a festival-like atmosphere in the Los Angeles suburb of Inglewood on Saturday, where it has paused from its snail-like crawl through narrow city streets towards its new home at a local museum.

Endeavour nosed out of Los Angeles International Airport before dawn on Friday to begin a two-day, 12-mile (19-km) journey atop a massive wheeled transporter to the California Science Center on the edge of downtown.

The shuttle, which flew from 1992 to 2011, will become a tourist attraction at the center. Endeavour was largely built in Southern California and was a workhorse of the U.S. space program, flying 25 missions.

Thousands of area residents, many of whom walked a mile or more to get to where the shuttle was parked outside an arena on Saturday morning, celebrated the icon's visit to their neighborhood with food trucks and music.

Two brothers from the area, German and Joseph Raudales, watched the shuttle with smiles on their faces.

"I'm excited, I want to be an astronaut when I grow up," said 10-year-old Joseph Raudales.

The shuttle is 122 feet long and 78 feet wide and stands 5 stories tall at the tail - which police said makes it the largest object ever to move through Los Angeles. Its combined weight with the transporter is 80 tons.

Organizers say only a few inches separate Endeavour's wings from structures along the route, and workers have felled 400 trees along curbs to clear a path. The science center will plant more than 1,000 trees to make up for their loss.

Some street lights, traffic signals, power poles and parking meters also have been temporarily removed.

OTHER SHUTTLES FIND HOMES

The project to move Endeavour will cost over $10 million, said Shell Amega, a spokeswoman for the science center. Charitable foundations and corporations have donated money and services for the move.

The center beat out a number of other institutions when the U.S. space agency NASA chose it last year as the permanent home for Endeavour, which was taken out of service because of the end of the shuttle program.

Endeavour has hop-scotched across the country from Cape Canaveral, Florida, on the back of a modified Boeing 747. It had been parked at the airport in Los Angeles since arriving on September 21 after a ceremonial piggyback flight around California.

Endeavour was built to replace Challenger, using spare parts from two prior shuttles, according to Ken Phillips, aerospace curator at the science center. Challenger was lost in a 1986 accident that killed seven astronauts.

The shuttle will be displayed in a temporary hangar-style metal structure to protect it from the elements. In 2017, a 200-foot-tall (61-meter) structure will open in which Endeavour will stand vertically, Phillips said.

The other remaining shuttles also have found homes.

The Smithsonian in Washington has Discovery at its Steven F. Udvar-Hazy Center museum in Virginia. New York City has the prototype shuttle Enterprise at its Intrepid Sea, Air and Space Museum. And the Kennedy Space Center in Cape Canaveral has Atlantis, which the center will move to an on-site visitors complex next month.

Eric Clapton's Richter sells for $34.2 million

(AP) ? A Gerhard Richter painting owned by Eric Clapton has sold for 21.3 million pounds ($34.2 million), handily beating pre-sale estimates and setting a new auction record for the German abstract artist.

Sotheby's auction house says Richter's "Abstraktes Bild" sold to an anonymous buyer Friday in London, ending a more than five-minute bidding competition between two telephone buyers.

The 1994 abstract oil on canvas piece from guitarist Clapton's collection was expected to sell for between 9 million and 12 million pounds.

Friday's sale handily beat Richter's previous auction record of $21.9 million set in May in New York with the sale of his "Abstract Picture (7938-3)."

(TheNicheReport) ? Signals of a true bottom in American housing prices have sent scores of first-time home buyers looking for bargain listings over the last few months. Median home prices have mostly followed a downward path since 2007, but the record low mortgage interest rates and abundance of distressed properties attracted a good number of bargain hunters in 2012: real estate investors and first-time home buyers. High demand for rock-bottom deals in California has now caused a shortage of listings, a fact that may point to a regional price recovery.

According to data recently released by real estate analytics firm Zillow, affordable home listings in California have been reduced by more than 40 percent since September 2011. In some regional markets like Fresno, the number of low-priced homes dropped by almost 60 percent, mostly due to heightened purchase activity by real estate investors hungry for foreclosed and Real Estate Owned (REO) properties.?

Current Situation Favors Investors

In a press release by Zillow, economist Stan Humphries remarked that the changes in annual inventory do not favor first-time home buyers. Real estate investors who arrive in housing markets flush with cash are more likely to get to the closing table sooner than a working-class family looking for their first home. If this trend continues at a fast rate, home values will appreciate -but this means that some families will once again be priced out of the housing market.?

Across the United States, the inventories of bargain homes have been reduced by about 20 percent, but luxury real estate has sold faster. In metropolitan areas like Los Angeles, the bottom price tier of available listing has fallen by 45 percent over the last 12 months. In South Florida, the lower, middle and upper price tier inventories have fallen uniformly by about a third.

Real estate investors hold the upper hand in the current situation. They are more likely to arrive in neighborhoods flush with cash and can get to the closing table before first-time home buyers. For this reason, banks and sellers are more likely to hold investors in a more favorable light than first-time house shoppers.

Libya police colonel targeted in assassination attempt

BENGHAZI, Libya (Reuters) - A police car exploded on Saturday during a failed assassination attempt on a police colonel in the eastern city of Benghazi, a Libyan police official said.

The attack was the latest in a series of assassination attempts in Benghazi, the cradle of last year's uprising which ousted Muammar Gaddafi, and where U.S. ambassador Christopher Stevens was killed in a September 11 attack on the U.S. consulate.

Unknown suspects placed a home-made bomb under Colonel Mohammed Ben Haleem's car which was parked outside his house, police spokesman Majed al-Obeidi said.

"The colonel turned his engine on to warm up the car, then stepped back into the house to retrieve something. That's when the car exploded," he told Reuters.

Obeidi said the explosion in the central Benghazi neighborhood of al-Hadayeq caused no injuries or deaths.

Ben Haleem was a police colonel under Gaddafi and resumed his post in the new government after the uprising.

On August 10, gunmen shot dead Libyan army general Mohammed al-Fitori in Benghazi when he was leaving Friday prayers. The bullets were fired from a passing car.

Fitori had defected from Gaddafi's government during last year's revolt and later became head of ammunition and armament for the army.

In early September, a Libyan intelligence officer was killed and another wounded when their car exploded in Benghazi.

A bomb planted in the car, which belonged to one of the officers, was remotely detonated when the two got into the vehicle in a busy shopping district of the Mediterranean city.

Analysis: Smaller firms grab big slice of mobile advertising

(Reuters) - When Auntie Anne's, the pretzel chain, wanted to tempt moms in Atlanta shopping malls with free offers, it dished out coupons through smartphones that could be redeemed immediately for a free drink or other specials.

But while the moms received the coupons on their iPhone or Android device, the power behind the campaign was not Google Inc or Apple Inc -- it was Millennial Media, a nimble six-year old independent that has grabbed the No.2 spot in mobile advertising in the United States.

Google is No.1, but the flexibility of its smaller rivals is helping them catch up in a U.S. market that is expected to triple in size to more than $20 billion in the next three years, according to market research firm Gartner.

Smaller firms have the freedom to reach users who use any mobile operating system, unlike Apple, which promotes advertising on its Apple iOS platform, and Google, which handles advertising across all devices but also has its own platform, Android.

"Advertisers want to be able to reach the broadest population they can and in the mobile world, where the platforms are fragmented, this gives an opening to the providers who are truly platform neutral," Gartner analyst Andrew Frank said.

Google held 24 percent of the U.S. market last year, while Millennial had 17 percent and Apple 15.5 percent, according to market research firm IDC. Unlisted Jumptap held 9.5 percent, Yahoo Inc 7.5 percent and India's InMobi 2.2. percent.

Ireland-based Velti Plc, which listed in early 2011, is also chasing market share.

Investors are taking notice.

While Facebook Inc has been pilloried for lacking a mobile strategy, shares of Millennial have jumped 76 percent from a low of $9 in early August. Shares of Velti have leaped 59 percent from a life low of $4.99 on July 25.

Millennial, a roughly $1 billion company, is a great bet for someone looking for investments in mobile advertising, said Steven Dray, a portfolio manager at investment firm AlphaOne Capital Partners LLC.

"When you get to brand advertising, which is eventually going to be a huge pile of money that's going to move from traditional advertising to mobile, I think that's where Millennial and some of the smaller players could have very good success," Dray said.

AlphaOne bought into Millennial after its initial public offering in March and holds about 40,000 shares in the company.

Despite the run-up in their shares, the smaller firms have not run ahead of the sector. Millennial trades at 4.3 times forward 12-month sales and Velti trades at 1.3 times.

While their businesses are obviously much bigger and more varied, Google trades at a multiple of 4.6 and Facebook at 6.7.

As consumers increasingly surf the Web on the go, advertisers are looking to ply them with targeted information about nearby restaurants, pubs, theaters, shops and salons.

But there's no point pitching a shampoo to a skinhead, so the secret sauce for advertisers is user information -- and Millennial's trove of user data is what CEO Paul Palmieri is counting on to give his firm an advantage.

Millennial gathers "first-party" data -- information that users provide to a publisher, or that is gleaned from surfing habits that website owners share with advertising companies.

"It is also valuable to users because the more targeted-advertising they get, the more relevant their experience ends up being," Palmieri said, although analysts say the privacy issues this raises are yet to be resolved.

The smaller companies tout their tight focus on the mobile sector, rather than worrying about how that fits in with online advertising.

"We only focus on mobile. Google on the other hand has many different things to worry about. Yes mobile is important, but is it the most important? Probably not," said InMobi CEO Naveen Tewari, although he is not complacent about the challenge.

"The only way to compete with (Google) is by innovating faster," said Tewari, who expects his 850-person company to report billions of dollars in revenue in a couple of years.

RISING COMPETITION

But the big guns are not far away. The entry of Facebook and Twitter is expected to change mobile advertising.

Facebook, which declined to comment for this story, is investing heavily in improving mobile applications and creating new metrics to measure the success of mobile advertising -- a move expected to give a fillip to the wider market.

"There is a lack of maturity in the metrics that are available for measuring mobile campaigns," Gartner's Frank said.

"That's where there's an opening for innovation that some of the larger companies are not able to satisfy today."

Twitter, too, expanded its advertising program for the iPhone and Android devices and now sells promoted tweets and advertises promoted accounts on its mobile applications timeline, rather than only on a search page.

And Google is determined not to lose its No.1 spot. It bought mobile ad platform AdMob in 2009 and its YouTube video service recently launched a new iPhone app that carries video advertisements.

The success of iPhones and Android smartphones and the fact that Google owns many popular mobile applications also helps push its mobile advertisements.

Google reported a revenue run-rate of $2.5 billion from advertisements viewed on mobile devices when it announced second-quarter earnings in July.

ROAD BLOCKS

The mobile advertising model has its detractors, and some have groused that the small screen on mobile devices makes viewing advertisements difficult, while a lack of good mobile websites might keep away potential viewers.

Users tend to spend less time on their mobiles in one go and advertisements have to be designed for short attention spans.

"I think it's still a struggle. Most of the advertising that you see on mobile devices today is still predominantly not very well targeted or not very granually targeted," Frank said.

Uncertainty about how best to advertise on mobile platforms is holding back the valuations of mobile advertising firms, Baird and Co analyst Colin Sebastian said.

While industry-standard measurements are lacking, the companies argue that mobile advertising has five times the click-through rate of online advertising.

"You can touch the ad, flip the ad, move the ad, you can do things that you cannot do on a PC. Your interactivity levels are very high," Tewari said.

JPMorgan profit jumps 34 percent on mortgage lending surge

(Reuters) - JPMorgan Chase & Co posted a record quarterly profit on Friday as falling interest rates and a recovering housing market brought big increases in mortgage lending.

The mortgage market, long a drag on bank results, is starting to lift lenders' earnings again, and JPMorgan Chief Executive Jamie Dimon said he was hopeful about the outlook for U.S. residential real estate.

"We believe the housing market has turned the corner," Dimon said in a statement.

JPMorgan suffered only modest losses in the latest quarter from the "London whale" trades that brought it $5.8 billion of losses in the first half of the year, signaling that it is moving on after the scandal.

The improving housing market brought the bank a 36 percent increase in mortgage lending revenue in the third quarter.

Analysts expect mortgage lending volume to continue to rise after the Federal Reserve said in September that it would buy up to $40 billion of mortgage bonds every month until the labor market improved materially.

That announcement from the Fed has lowered mortgage rates. According to the Mortgage Bankers Association, applications for home loans jumped 16.6 percent in the week ended September 28 from the week before.

Wells Fargo & Co also benefited from the mortgage bonanza, posting a 22 percent increase in third-quarter profit on Friday.

The Fed's buying program also lifted JPMorgan's profits in fixed-income trading, which rose 33 percent, excluding adjustments for changes in the value of the bank's debt. That increase could bode well for other big investment banks due to report results over the next week, including Goldman Sachs Group Inc and Morgan Stanley.

JPMorgan's third-quarter net income was $5.71 billion, or $1.40 a share, up from $4.26 billion, or $1.02 a share, a year earlier.

Analysts had expected, on average, $1.24 a share, according to surveys by Thomson Reuters I/B/E/S. It was not immediately clear whether the analyst forecast was comparable to the reported results.

Profits at JPMorgan's investment bank, excluding accounting adjustments for changes in the value of JPMorgan debt, rose to $1.7 billion from $1.2 billion a year earlier, when the European debt crisis cast a darker shadow over the capital markets.

JPMorgan shares were little changed in morning trading. Through Thursday the shares were up 27 percent this year, almost twice the rise in the Standard & Poor's 500 stock index but about three percentage points less than the KBW Bank stock index.

The bank set aside an additional $684 million, before taxes, in the third quarter to cover legal settlements and judgments. A year earlier, it boosted its legal reserves by $1 billion.

JPMorgan was sued last week by the New York state attorney general over allegations that Bear Stearns, salvaged by the bank in a 2008 takeover assisted by the government, had deceived investors buying mortgage-backed securities in 2006 and 2007. Though the allegations were similar to ones already made by private investors in civil suits, the lawsuit raised concerns among analysts that there are more litigation costs to come for JPMorgan and other banks.

Dimon on Wednesday said the lawsuit was "unfair" because JPMorgan had done the Fed "a favor" by taking over a broken Bear Stearns.

    Oregon guardsmen say were knowingly exposed to toxic chemicals in Iraq

    PORTLAND, Oregon (Reuters) - Lawyers for 12 Oregon National Guardsmen suing contractor KBR Inc for negligence and fraud told a jury in Portland, Oregon on Wednesday that the soldiers were knowingly exposed to toxic chemicals in Iraq that made them ill.

    The Oregon Guardsmen said the exposure took place while they were in Iraq in 2003 following the U.S.-led invasion to provide security for civilian workers restoring an oil industry water treatment plant that was contaminated with sodium dichromate. KBR was contracted to run the project at the plant at that time.

    The guardsmen, who ask for unspecified damages in the suit in federal court in Portland, have suffered various illnesses and disabilities and are at risk for various cancers, according to court filings in the trial that began on Wednesday.

    "KBR knew what needed to be done ... before any employee went on this site," the guardsmen's lawyer Mike Doyle told a jury of six men and six women, accusing the firm of rushing the work there despite knowing of the potential risks.

    A lawyer for Houston-based KBR, which was contracted by the U.S. government to work on more than 200 facilities, including the water plant site, responded that "the evidence will show that KBR openly, honestly and repeatedly communicated" the risks of the sodium dichromate to the military.

    "KBR did inform actual National Guard on the ground about the risk," KBR lawyer Geoffrey Harrison told the jury, adding that KBR was not in direct charge of the guardsmen at the site. "KBR was not allowed to direct the soldiers to do anything."

    The chemical in question, sodium dichromate, contains hexavalent chromium, made famous in the film "Erin Brockovich," starring Julia Roberts, which depicts Brockovich's work to uncover pollution of the water supply of a California town.

    The guardsmen described the compound in the court filings as "a highly potent carcinogen."

    The guardsmen's lawyer Mike Doyle told jurors there were 700 bags of the chemical at the southern Iraq water facility. Court documents filed for the guardsmen said that much of the sodium dichromate was in powder form and blowing around the plant.

    Court documents said that when the Oregon Guardsmen began showing symptoms such as nose bleeds, "KBR managers told soldiers on site that it was simply an effect of the dry desert air," the court documents said. The guardsmen say that in September 2003, when KBR managers inspected the plant, they wore protective gear and clothing.

    Harrison questioned whether the guardsmen's ailments were caused by exposure at the site, noting an Army report that said long-term health effects were "very unlikely" from the amount of exposure that the Guards had. He also said that several of the Guardsmen were long-time smokers.

    WTO chief says Doha rescue in U.S., China's hands

    WASHINGTON (Reuters) - World Trade Organization Director General Pascal Lamy on Monday acknowledged the Geneva-based grouping has been a "disappointing" forum for trade liberalization but placed the blame for moribund world trade talks on both China and the United States.

    Lamy, in a speech to the Brookings Institution, said it was clear a comprehensive agreement in the Doha round of world trade talks launched in 2001 "is out of reach in the short term."

    But it may still be possible for WTO members to make advances in some areas, such as expanding the 1996 Information Technology Agreement to eliminate duties on more high-tech trade and negotiating a new international services agreement among an interested set of WTO members, he said.

    Lamy also said he has assembled a panel of 12 experts, including U.S. Chamber of Commerce President Tom Donohue, to recommend by early next year a future course for the WTO.

    Last month, U.S. Ambassador to the WTO Michael Punke told Washington lawmakers the WTO was "at a crossroads" because of its failure to reach a Doha agreement as well as the resistance of China, Brazil and India to the proposed services talks.

    "Our view is the WTO can't fix its problems without first acknowledging them," Punke said.

    The United States puts much of the blame for the impasse in the Doha round on major developing countries, which it says failed to offer sufficient new market openings in exchange for proposed cuts in U.S. farm subsidies and tariffs.

    Developing countries say Washington demanded too rich a price for its reforms and the Doha negotiations were launched primarily to help poor countries increase trade.

    Lamy said the main obstacle to a Doha round agreement was a dispute between the United States and China over how much to cut industrial tariffs for rich and developing countries.

    "If the U.S. and China would agree on a compromise on industrial tariff problems, I would tell you the whole picture would change," he said.

    Lamy conceded the WTO has fallen short of expectations in opening new markets, but defended its other operations.

    "If the WTO's negotiating function has been disappointing, our organization has become more effective in other areas," such as the monitoring and reporting of trade restrictive measures imposed since the crisis began, he said.

    He also lauded the WTO's role in defusing trade tensions.

    "In an atmosphere of escalating trade tensions, the Dispute Settlement Mechanism has taken the heat out of disputes through a process, which is rules-based, predictable and respected. It is no accident that we have already had three times as many cases filed this year as in all of 2011," he said.

    Lamy, who steps down as WTO head next year, said a new global consensus was needed to tackle a proliferation of regulatory trade barriers, while recent tariff increases by "certain WTO members" show why it would be valuable to reach a new global deal cutting tariff ceilings.

    He did not mention countries by name, but Brazil has increased tariffs on a number of goods this year.

    The geopolitical landscape is increasingly complex, but tough challenges did not deter the United States 50 years ago when President John F. Kennedy signed legislation creating what became the U.S. Trade Representative's office, Lamy said.

    "The world was gripped by the Cuban missile crisis. The U.S. was looking with some perplexity at the consolidation of the European Common Market. Yet, President Kennedy noted it was no time to stagnate behind tariff walls, but to promote increased economic activity through increased trade," Lamy noted.

    The WTO will hold its next ministerial meeting in Indonesia in late 2013. Lamy resisted setting that as a deadline for scaled-down Doha package, but added it was possible to achieve for negotiators to achieve several agreements by then, including China's accession to the WTO government procurement pact.

    Manufacturing grows for 1st time since May

    The manufacturing sector expanded in September, shaking off three months of weakness as new orders and employment picked up, an industry report showed on Monday.

    The Institute for Supply Management (ISM) said its index of national factory activity rose to 51.5 from 49.6 in August, topping expectations for 49.7, according to a Reuters poll.

    It was the first time since May that the index has been above the 50 threshold that indicates expansion in the sector.

    The forward-looking new orders gauge also rose to its highest level since May at 52.3 from 47.1, while employment gained to 54.7 from 51.6.

    Still, the rate of growth was modest and some components remained in contraction territory. Exports continued to shrink, though the rate of contraction was not as severe with the index rising to 48.5 from 47.

    Similarly, production rose to 49.5 from 47.2.

    How asteroid dust could help us cool down Earth

    Scientists in Scotland have developed an unorthodox plan to help fight climate change: They want to trigger a far-off asteroid to spew a large dust cloud into space. This dust would function as a cosmic shade to block some of the sun's harmful radiation from reaching Earth. Who's behind the project? And is it even feasible? What you need to know:

    What's the plan, exactly?
    Space experts at the University of Strathclyde in Scotland want to send a spaceship to an asteroid near Langrange point L1, "a site where the gravitational pull of the sun and the Earth balance each other to keep an object in relatively stable orbit," says Charles Choi at Live Science. The asteroid would then be outfitted with a device called a "mass driver." The mass driver would use electromagnets to "hurl asteroid-derived matter away from the giant rock" ? essentially creating a gigantic dust cloud. The asteroid's gravitational pull would keep the sun-blocking dust steady instead of letting it disperse out into space.

    How big would the cloud be?
    The nearest potential asteroid for the project, 1036 Ganymed, could potentially emit a cloud 1,600 miles wide with a mass of roughly 11 quadrillion-pounds, says Shane McGlaun at SlashGear. That's more than enough to block a sizeable chunk of the sun's ultraviolet radiation from hitting Earth.

    How effective would the cloud be?
    Scientists say a project that reduces the amount of solar radiation our planet receives by 1.7 percent could offset the effects of global warming by 3.6 degrees Fahrenheit ? more than enough to keep things cool... for a while. "The dust cloud is not a permanent cure," says researcher Russell Bewick, "but it could offset the effects of climate change" while slower-acting measures, like carbon capture or reducing carbon emissions here on Earth, take hold.?

    Why are scientists looking into this?
    The project is part of a field of large-scale engineering called "geoengineering." Other geoengineers have proposed placing giant mirrors in space to reflect the sun's rays, says LiveScience's Choi. "The main problem with that concept is the immense cost and effort" needed to build and launch large-scale reflectors.

    What's the likelihood of this dust-cloud project happening?
    While it's conceptually feasible, scientists would have to overcome a number of sizable hurdles. For starters, an asteroid the size of Ganymed would need to be pushed over to Langrange point L1 ? which might even prove to be dangerous. "A very large asteroid is a potential threat to Earth, and therefore great care and testing would be required in the implementation of this scenario," says Bewick. Secondly: There's simply no way to fully test if a large-scale cloud would be effective before implementing it, "something that is common to all geoengineering schemes." Nonetheless, scientists will detail more of their findings in journal Advances in Space Research, to be published Nov. 12.

    ?10m boost for oil and gas innovation

    Funding worth up to ?10million is being made available by the Scottish government to support innovation in the oil and gas sector.

    Scotland's energy minister Fergus Ewing announced yesterday that the fund is now open to the first round of applications. The first call will be for projects looking at improving the integrity and reliability of assets in the oil and gas industry.

    According to Ewing, projects funded under the scheme will help ensure offshore assets can continue to run effectively and safely in the future, through inspection, change management and analysis of their future integrity.

    He commented: "We know that there is a great future in oil and gas, and the sector is no stranger to innovation, with the great strides the industry has taken helping to secure our place at the lead of the global industry.

    "The awards made under this fund will help drive that innovation and preserve the vital infrastructure of the industry, to ensure they continue to operate safely and efficiently for the recovery of oil and gas reserves for decades to come."
